New Meters, Lot Tiers, Resident Discounts, Free Options and How To Pay Without Panic

Balboa Park parking has officially entered its paid era. Starting Jan. 5, 2026, the city launched a new system that includes street meters, paid lots with tiered pricing and a resident discount program that rewards locals who register in advance. The biggest number to know right away: as of Jan. 5, Balboa Park parking can be as high as $16 for a full day in certain lots for nonresidents.

 

Paid Parking Starts Jan. 5, 2026

Balboa Park’s new paid parking program is officially in effect as of Jan. 5, 2026. That means if you’re driving in for a museum day, a garden stroll or a Zoo-adjacent adventure, you should expect to pay during enforcement hours unless you’re using one of the free options or you qualify for an exemption. The goal, according to the city, is that parking revenue stays in Balboa Park for maintenance and improvements, so your parking fee is meant to support the place you’re coming to enjoy.

 

The Highest Daily Price Is $16

As of Jan. 5, Balboa Park parking can be as high as $16 for a full day. That top rate applies to nonresidents parking in Level 1 lots, which are generally closest to the park’s busiest, most central areas. If you’re visiting from outside the city or you’re not verified as a resident, this is the number to keep in mind when deciding whether you want “closest possible” or “best value.”

 

Street Meters Are $2.50 an Hour

Meters on roads in and near the park run $2.50 per hour, with a maximum of $10 per day. They’re enforced daily from 8 a.m. to 8 p.m., which covers basically every prime Balboa Park hour. If you’re planning a shorter visit, meters can still be a solid option, but for longer days you’ll want to compare the cost to a lot rate so you don’t accidentally pay more just because you were having too much fun.

 

Meters Now Cover Major Park Roads

If your Balboa Park routine includes cruising for a curb spot, heads up: meters have been installed on roads within the park including Balboa Drive, El Prado, Juniper Road, Presidents Way, Quince Drive, Zoo Drive and Village Place. The practical takeaway is simple: those familiar “I’ll just grab a spot on El Prado” moments now come with a pay step, and enforcement runs the same 8 a.m. to 8 p.m. window.

 

The Meter Zone Reaches Outside the Park Too

Meters also appear on adjacent roads including Sixth Avenue from Elm to Upas streets and Park Boulevard from Village Place to Presidents Way. These areas can feel like the classic workaround, but they’re now part of the paid parking ecosystem. Those outside-the-park meters are still $2.50 an hour, but they have a four-hour maximum, which matters if you’re planning a long afternoon that turns into dinner plans.

 

Paying Is Easier Than It Sounds

Meters accept credit cards, Apple Pay, Google Pay or coins, so you’re not stuck scavenging for quarters like it’s 2006. If you’d rather handle everything from your phone, you can also pay using the Park Smarter app. The biggest “don’t mess this up” tip: make sure you’re paying for the correct zone and keeping an eye on your time, especially in the areas with a four-hour maximum.

 

Lots Are Tiered, and Location Drives Price

Balboa Park parking lots are grouped into three levels, and the closer you are to the center of the park, the more you’ll generally pay. Paid lot parking is enforced from 8 a.m. to 8 p.m., and the lots are designed to give you options depending on your budget and your willingness to walk or hop on a tram. If you’re a “park once and wander for hours” person, lots can be a cleaner deal than feeding a meter.

 

Level 1 Lots Are the Premium Spots

Level 1 lots include Space Theater, Casa de Balboa, Alcazar, Organ Pavilion, Palisades, Bea Evenson and South Carousel. Verified City of San Diego residents pay $5 for up to four hours or $8 for the full day. Nonresidents pay $10 for up to four hours or $16 for the full day. If you want the shortest walk to the action, this tier is built for that, but it’s also where the price climbs fastest.

 

Savings Live on Level 2 and Level 3

Level 2 lots include Pepper Grove, Upper Inspiration Point, Marston Point and Federal, with verified residents paying $5 per day and nonresidents paying $10 per day. Level 3 is Lower Inspiration Point, and everyone gets the first three hours free there. After three hours, verified residents pay $5 for the full day and nonresidents pay $10 for the full day. If you’re trying to keep costs down, Lower Inspiration Point plus the park’s free tram is a very smart combo.

 

Resident Discounts Require Online Verification First

If you’re a City of San Diego resident, discounted daily lot parking and discounted passes are available, but only after you register online, pay a one-time $5 registration fee and submit proof of residency plus your license plate number. The discount does not apply to meters, and you cannot register at a kiosk on the spot. Verification can take up to two business days, so the move is to get verified before your next park day, not when you’re already in the driver’s seat.
